TRUMP’S LATE-AFTERNOON ANNOUNCEMENT STUNS WASHINGTON: “I HEREBY ORDER…”

The president ordered U.S. flags lowered to half-staff following the sudden death of Sen. Lindsey Graham, honoring one of his closest congressional allies and a major voice in Republican foreign policy.

WASHINGTON — President Donald Trump issued a solemn proclamation ordering American flags lowered to half-staff after the unexpected death of Republican Sen. Lindsey Graham of South Carolina.

The White House directive applied to the White House, federal buildings, military installations, naval stations and U.S. government vessels across the country and its territories. Trump also extended the order to American embassies, consulates and military facilities overseas through 6 p.m. on July 18.

The official wording was “I hereby order,” rather than the shortened “I have ordered” used in some viral headlines. The announcement was not a new political crackdown or emergency action. It was a presidential tribute following the death of a longtime senator.

Graham died July 11 at age 71 after a brief and sudden illness. Medical authorities said he suffered an aortic dissection associated with cardiovascular disease. He had represented South Carolina in the Senate since 2003.

A complicated but powerful alliance

Graham and Trump were not always allies. During the 2016 Republican presidential campaign, Graham was one of Trump’s sharpest conservative critics.

Their relationship later changed dramatically.

Once Trump entered the White House, Graham became one of his most dependable defenders in Congress. He supported the president’s judicial nominees, backed a more aggressive approach toward Iran and remained a prominent advocate for Israel, Ukraine and higher defense spending.

That history gave the flag order political as well as ceremonial significance. Trump was honoring a senator who had become central to his foreign-policy coalition, even though their alliance had begun with years of public hostility.

His death immediately changed Senate politics

Graham’s death also carried consequences beyond the memorials.

It temporarily reduced the Republican majority in the Senate at a time when the party could afford few absences or defections on major votes. South Carolina Gov. Henry McMaster subsequently appointed Graham’s sister, Darline Graham, to fill the seat temporarily. She was sworn in July 14 and later announced that she would seek a full term in the special election.

The political maneuvering began almost immediately, but Trump’s proclamation focused on Graham’s public service rather than the battle over his replacement.

The announcement did not “rock Washington” because it unveiled a secret order. Its impact came from what it represented: the sudden disappearance of a powerful senator, the loss of a trusted presidential ally and an immediate shift in the balance of power on Capitol Hill.

For several days, flags across the United States and at American facilities abroad flew at half-staff—a formal tribute to a political relationship that had traveled from bitter rivalry to one of the most consequential alliances in Trump’s Washington.
